An ICE officer fatally shot Lorenzo Salgado Araujo, a 35-year construction industry veteran, during a Tuesday morning traffic stop in Houston’s Magnolia Park neighborhood. ICE says he tried to run over an agent. His family, elected officials, and LULAC are calling for an independent investigation, and no video has yet been released.
A Morning Routine, Interrupted
Every morning, Lorenzo Salgado Araujo drove through Magnolia Park to pick up the day laborers who worked with him in construction. He’d been doing it, in one form or another, for nearly 35 years in Houston.
Tuesday was no different, until it was. Around 6:50 a.m., ICE agents attempted to stop his van near Canal Street and Wayside Drive as part of what the agency called a “targeted enforcement operation.” Within minutes, an agent had fired his weapon. Araujo was struck in the abdomen, resuscitated at the scene, and pronounced dead at Ben Taub Hospital.
His son, Ronaldo Salgado, described him on Facebook as a devoted father who had spent decades in construction to support his wife and three children, and who was in the process of pursuing legal work authorization at the time of his death.
“My father did not deserve this,” Ronaldo wrote.
What ICE Says Happened
According to the federal account, agents tried to pull Araujo’s vehicle over and he attempted to flee. ICE alleges he rammed one of their vehicles, ignored repeated verbal commands, and then tried to run over an agent, who fired in self-defense.
That is, so far, the only account on record. As of this week, no dash-cam or body-cam footage has been made public, and no independent witness has been quoted by name. A relative of a second man who was in the vehicle with Araujo, Daniel Tirado Pantoja, has also come forward, though details of what he saw have not been made public.
LULAC has publicly disputed ICE’s version, pointing to witness photos and video that reportedly show little visible damage to Araujo’s van, which the organization argues is inconsistent with the degree of force ICE describes.
A Pattern Advocates Say They’ve Seen Before
LULAC CEO Juan Proaño drew a direct line to a prior case, saying federal officials had offered Houston nearly the same explanation they gave after a Minnesota shooting whose story later fell apart. He is referring to the January shooting of Renee Nicole Good by an ICE officer in Minneapolis, a case that led Minnesota prosecutors to criminally charge the agent involved with felony assault and filing a false report, after his account didn’t match the evidence. That case is now being watched as a rare test of whether a state can hold a federal immigration officer accountable at all.
Local and state officials have been unified in calling for transparency. U.S. Rep. Sylvia Garcia, whose district includes the East End, called for a full and impartial investigation with all footage and evidence preserved. Houston City Council Member Alejandra Salinas said the use of deadly force demands full scrutiny and transparency. Harris County Attorney Abbie Kamin said her office stands ready to support a transparent local review.
Meanwhile, the FBI’s Houston field office has opened its own investigation, not into the shooting itself, but into Araujo, for potential assault on a federal officer, while the Department of Homeland Security’s Inspector General reviews the agent’s conduct.
Ronaldo Salgado is expected to speak publicly Wednesday morning at a press conference organized with LULAC’s support.
An Investigation With No Outside Eyes Yet
What makes this case difficult isn’t just the shooting. It’s the absence of anything to check it against. No public video. No named independent witnesses. Three other people who were at the scene have been detained by ICE, and the agency has not said who they are or what they observed.
For families whose loved ones are stopped, detained, or killed during immigration enforcement, this is a familiar problem: the agency conducting the stop is also the primary source of the official account of what happened during it.
What Families Should Know
If someone in your family has an encounter with ICE, whether a routine check-in, a traffic stop, or a detention, there are steps that can matter later, even if there’s no way to know in the moment how serious things will become.
Document what you can, when you can. If a family member calls or texts before or during an ICE encounter, save it. Times, locations, and last-known communications become critical if the situation escalates and there’s no independent record of what happened.
Know that self-defense claims by federal officers are not the end of the story. An agency’s initial account of a shooting or use of force is not a final legal determination. Independent investigations, including by the DOJ, FBI, or in some cases state prosecutors, can and do produce different findings, as recent cases involving ICE agents have shown.
Ask about witnesses immediately. If bystanders, other detainees, or nearby businesses may have video or observed an encounter, that evidence can disappear or become harder to obtain the longer a case goes uninvestigated publicly.
Contact an attorney promptly if a family member is injured, killed, or detained during an ICE operation. There are civil rights and wrongful death avenues that exist independently of any criminal investigation into the person who was stopped.
